§ 22-3-2.1. Powers of president.
Commencing in 2003, and after this, the powers currently held by the majority leader
            of the senate shall be transferred to the president of the senate. At that time, statutory
            references to the majority leader of the senate shall be amended and construed to
            mean a reference to the president of the senate.
