§ 16-62-20. Supplemental nature of powers — Issuance of bonds and notes governed by this chapter.
Nothing contained in this chapter shall restrict or limit the powers of the authority
            arising under any laws of this state. This chapter shall be construed to provide a
            complete additional and alternative method for doing the things authorized by it and
            shall be regarded as supplemental and in addition to the powers conferred by other
            laws. The issuance of all bonds, notes, and other obligations of the authority under
            the provisions of this chapter need not comply with the requirements of any other
            statute applicable to the issuance of bonds, notes, or
