§ 16-59-5. Meetings of board.
The board shall hold regular meetings at least twice in each quarter of each calendar
            year. All meetings of the board of governors for higher education shall be open to
            the public, provided that executive sessions may be held as subordinate parts of public
            meetings only when matters relating to sensitive personnel or collective bargaining
            are to be heard.
