§ 16-59-21. Freedom from budget and lease control by other agencies.
In order that the board of governors for higher education may control the personnel
            and equipment of the state colleges in the interest of educational efficiency, the
            board and the colleges are excepted from the provisions of subsection (a)(5) of § 35-3-1 relating to the employment of personnel, and from that part of § 42-20-8 which relates to the director of administration.
