§ 16-45-1. Establishment — Maintenance.
The board of regents for elementary and secondary education is authorized and empowered
            to establish and maintain regional schools for vocational and technological training
            and instruction with any equipment, apparatus, books, and supplies that shall be necessary
            for instruction and for proper maintenance of the schools, and for these purposes
            the department of elementary and secondary education shall appoint and remove necessary
            instructors, teachers, and other employees, determine their compensation, fix the
            standards and terms upon which students shall be received and instructed in and discharged
