§ 16-44-7. Annual appropriations.
The general assembly shall annually appropriate any sum as it may deem necessary for
            the maintenance and support of the community colleges. The state controller is authorized
            and directed to draw his or her orders upon the general treasurer for the payment
            of the sum, or so much of the sum as may be required from time to time, upon receipt
            by the controller of properly authenticated vouchers.
