§ 16-38-13. Remission of fines and forfeitures.
The board of regents for elementary and secondary education may remit all fines, penalties,
            and forfeitures incurred by any city or town or person under any of the provisions
            of this title, except the forfeiture incurred by any city or town for not raising
            its proportion of money.
