§ 16-3.1-3. Rules and regulations.
The board of regents for elementary and secondary education shall adopt regulations
            regarding all aspects of the agreement. Each agreement shall fully describe the services
            to be rendered, the terms by which each school district shall share in the cost of
            the services, and shall provide for a method of governing the services which services
            shall be considered a part of the public school system.
