§ 16-24-1.2. Rules and regulations. 
No later than July 1, 2026, the department of elementary and secondary education (the
            "departmentâ€�) shall promulgate rules and regulations consistent with the provisions
            of this section and § 16-24-1.1. No later than December 31, 2026, the department shall additionally review and revise
            its guidance related to its individualized education program ("IEPâ€�) processes and
            consistent statewide model forms and documents related to IEP development. The department's
            development of revised guidance shall include a robust public engagement process.
