§ 16-16-2. Membership in system.
Membership in the retirement system for teachers began on July 1, 1949, and shall
            consist of:
         
(1) All teachers as defined in this chapter who were in service on that date, and
         
(2) All persons who become teachers on or after that date, which teachers shall become
            members of the system as a condition of their employment as teachers.
