§ 16-113-8. Rules, regulations, and procedures.
The council on postsecondary education is hereby authorized to promulgate rules and
            regulations to effectuate the purposes of this chapter, including, but not limited
            to, the residency policy, and Rhode Island college shall establish appeal procedures
            for the award, denial, or revocation of funding under the scholarship program. The
            rules and regulations shall be promulgated in accordance with § 16-59-4.
