§ 11-30-13. Burning of decaying and waste substances.
No owner, lessee, or occupant of any land used or suffered to be used as a dumping
            ground shall burn or suffer to be burned on it, and no other person shall ignite or
            burn on it, any refuse or decaying animal, fish or vegetable substances, or any waste
            materials or substances of any kind, in any manner that the burning shall be a nuisance
            to any person or persons owning or occupying any adjoining or neighboring land. Any
            person who shall violate any of the provisions of this section shall be fined not
            exceeding twenty dollars ($20.00) for each offense.
