§ 11-19-16. Forfeiture of horses used in unlawful race.
Except as provided in title 41, every person who shall knowingly suffer or permit
            any horse belonging to him or her or of which he or she has the care and charge to
            start, run, or trot for any bet or wager shall forfeit the horse starting, running,
            or trotting to the use of the state.
