Text

(a)General rule.--The commission first appointed shall organize within ten days of its appointment and shall elect one of its members as the chair and one as the secretary. Thereafter, the commission shall meet and organize within 30 days of the first Monday of each even-numbered year. Each commissioner shall be notified in writing of each and every meeting.
(b)Quorum.--Three members of the commission shall constitute a quorum. If, by reason of absence or disqualification of a member, a quorum is not reached, the chair shall designate as many alternate members of the commission to sit on the commission as may be needed to provide a quorum.
(c)Alternate members.--
