The following words and phrases when used in this chapter shall have the meanings given to them in this section unless the context clearly indicates otherwise: "Active ingredient."A soil-amending or plant-amending ingredient that is not a plant nutrient. "Brand."The term, designation, trademark, product name or other specific designation under which individual soil amendments or plant amendments are offered for sale. "Consumer."A person who purchases a soil amendment or plant amendment for the end use of the product. "Department."The Department of Agriculture of the Commonwealth. "Distribute."To import, consign, offer for sale, sell, barter or otherwise supply soil amendments and plant amendments in this Commonwealth. "Facility."Each separate mill or plant manufacturing a soil amendm
