If the county commissioners deem it necessary or advisable to enter upon or appropriate a road or property of any municipal corporation in the county or to take action affecting the property rights or authority of the municipal corporation for the purpose of constructing or maintaining a road, tunnel, subway or underground road or the improvement of a road, tunnel, subway or underground road which has been or is about to be purchased by the county or otherwise, the consent of the municipal corporation by ordinance shall be obtained before the actual entering in or upon or the appropriation of the road or property.
