(a)Commissioner discretionary acceptance of costs.--If the construction of a new bridge, or of a bridge to replace any existing bridge, over a stream or over or under a railroad, and forming part of any road in any city, borough, town or township, or between any two or more municipal corporations is necessary, and requires more expense than it is reasonable that the municipal corporations, individually or jointly, should bear, and if it shall appear to the county commissioners that such bridge is necessary, the bridge may, at the discretion of the county commissioners, be entered on record as a county bridge.
