The Oregon State University Extension Service shall enhance its education program for urban and suburban landowners through the Master Gardening Program. The purpose of the program is to teach urban and suburban landowners proper conservation measures as those measures relate to homes, gardens and general urban and suburban nonpoint pollution problems.
