In adopting rules related to industry best practices under ORS 475C.065, 475C.085, 475C.093 and 475C.097, the Oregon Liquor and Cannabis Commission may establish merit-based criteria for licensure or renewal of licensure, including, but not limited to, possession of a developed business plan, access to sufficient capital, offering living wages and benefits to employees, provision of training and apprenticeship, provision of community benefits, implementation of best environmental practices and implementation of consumer safety practices.
