The State Court Administrator shall establish a statewide program to educate judges who hear dependency cases under ORS chapter 419B about federal and state adoption and child welfare laws. The program shall include continuing legal education concerning changes in federal and state laws. The purpose of the program is to ensure that judges are knowledgeable about current adoption and child welfare laws, so that they may make decisions as to the best interests of a child. To that end, the State Court Administrator shall:

(1)Establish a program administering continuing legal education for judges who hear dependency cases under ORS chapter 419B.
(2)Conduct seminars for judges who hear dependency cases under ORS chapter 419B.
(3)Identify family law resources in the public and private sectors
