(1)In addition to any interstate agreements entered into under ORS 350.750, the Governor shall encourage interstate agreements with Washington, Idaho and California. Such agreements shall be in accordance with ORS 190.410 to 190.440 and shall:
(a)Provide for full-time equivalent reimbursement to this state for any students from another state who enroll in an Oregon public post-secondary institution pursuant to the agreement;
(b)Provide that only students who reside in counties that share a common border with this state may participate in any program developed pursuant to such an agreement; and
(c)Provide that the county government or other similar county-wide public organization of any county involved in the agreement shall provide or arrange to provide a portion of the costs of attend
