Each biennium, in addition to and not in lieu of any other moneys, the Department of Education shall award a grant to the Frontier Learning Network career and technical education program. The grant may be used for:

(1)Mobile classrooms;
(2)Developing information and technical systems;
(3)Creating and implementing curricula;
(4)Capital improvements;
(5)Teachers and technical staff;
(6)Distance learning communications expenses; and
(7)Special project materials.
