(1)Except as provided in ORS 255.400 to 255.424, the State Board of Education shall constitute the boundary board for education service districts. In examining any proposal to reorganize education service districts, the state board shall consider whether the proposed district would have the following characteristics:
(a)A student population of at least 10,000 students or would have such a student population in the foreseeable future;
(b)The ability to support the staff necessary to provide a wide array of services;
(c)Boundaries that reflect the area’s sense of community, and take into account topography, climate and highway patterns so that there is reasonable access to all areas within the region;
(d)A distance of no more than two and one-half hours’ driving time between the regiona
