Subject to rules that the Oregon Department of Administrative Services prescribes, or that the State Chief Information Officer prescribes for information technology and telecommunications, any state agency may establish a service unit within the agency to furnish to other units of the agency the services, facilities and materials that the agency establishes the service unit to provide. The state agency shall charge the service unit’s expenses to the units served and, except as provided in ORS 283.076 (3), the amounts the state agency charges must be credited to the miscellaneous receipts account established pursuant to ORS 279A.290. The moneys in the account are appropriated continuously for expenditure by the state agency subject to the allotment system provided by ORS 291.234 to 291.260.
