(1)The Arts Program of the Oregon Business Development Department and the Oregon Department of Administrative Services, if the construction project is located within the area described in ORS 276.054, and the Arts Program of the Oregon Business Development Department, the Oregon Department of Administrative Services and the contracting agency if the project is located outside the area described in ORS 276.054, in consultation with the architect for the particular building shall determine the amount available for each state building and shall commission by contract or shall purchase suitable works of art for each building.
