For the purposes of this section and ORS 243.854 and 243.855, “public employee” means officers or employees, classified, unclassified, exempt and nonexempt, of:

(1)State agencies.

(2)Community colleges.

(3)School districts and education service districts.

(4)County governments.

(5)City governments.

(6)Districts as defined in ORS 255.012 and any other special district.
