Text
A majority of the members of a commission constitute a quorum for the transaction of business, and a majority of a quorum may act for the commission. However, the approval of a majority of the members of the commission is required to:
(1)Adopt a final order under ORS 199.461.
(2)Adopt rules under ORS 199.452.
