Text
The Governor shall submit to the Legislative Assembly a proposed biennial budget for the Department of Transportation that specifies how existing revenues from all sources will be spent. The budget shall include proposed expenditures for each program or item specifically listed in the budget bills for the department enacted during the preceding odd-numbered year regular session of the Legislative Assembly.
