Two or more districts desiring to consolidate into one district may file a petition with the Oklahoma Water Resources Board and shall attach the following: 1. A certified resolution authorizing the same approved by the board of directors of all the districts; 2. A certified resolution authorizing the same approved by the electors of the districts in a meeting called in each district for that purpose; 3. Approval by the bondholders of the districts; and 4. Any additional data and information required by rules and regulations of the Oklahoma Water Resources Board. After receipt thereof, the Oklahoma Water Resources Board may approve or disapprove the petition as it deems advisable.
