As used in this act: 1. "Electronic" means relating to technology having electrical, digital, magnetic, wireless, optical, electromagnetic, or similar capabilities; 2. "Legal material" means, whether or not in effect: a. the Constitution of the State of Oklahoma, b. the Oklahoma Session Laws, c. the Oklahoma Statutes, d. the Oklahoma Administrative Code, e. the Oklahoma Register, f. a state agency rule that has or had the effect of law, or g. the following categories of state administrative agency decisions:

(1)precedential decisions of the Oklahoma Tax Commission, (2) precedential decisions of the Oklahoma Corporation Commission, (3) precedential decisions of any other agency, board, commission, department or other entity of state government, or h. official opinions of the Attorney Gener
