A.There is hereby created, until December 1, 2022, the Unified State Law Enforcement Commission. The Commission shall be composed of the following eight (8) members: 1. The Commissioner of the Department of Public Safety or designee; 2. The Director of the Oklahoma State Bureau of Investigation or designee; 3. The Director of the Oklahoma Bureau of Narcotics and Dangerous Drugs Control or designee; 4. The Cabinet Secretary of Public Safety or designee; 5. The Oklahoma Attorney General or designee; 6. One member selected by the Governor, who shall serve as the chair of the Commission; 7. A. There is hereby created, until December 1, 2022, the Unified State Law Enforcement Commission. The Commission shall be composed of the following eight (8) members: 1. A majority of the members shall constitute a quorum for the purpose of conducting the business of the Commission. The Commission shall meet monthly and at such other times as may be called by the chair. C. Members of the Commission shall receive no compensation for serving on the Commission but shall receive travel reimbursement for necessary travel expenses incurred in the performance of their duties by their respective agencies in accordance with the State Travel Reimbursement Act. D. The Unified State Law Enforcement Commission shall: 1. Study, evaluate and make recommendations regarding unification of the Oklahoma State Bureau of Investigation, the Oklahoma Bureau of Narcotics and Dangerous Drugs Control, and the Department of Public Safety; 2. Study, evaluate and make recommendations regarding a recruitment, training and leadership development program for members of a unified state law enforcement agency that will enhance the efforts of the state to recruit, lead and retain highly qualified state law enforcement officers; 3. Study, evaluate and make recommendations regarding how best to ensure accountability within a unified state law enforcement agency and to address public corruption; and 4. Study, evaluate and make recommendations regarding any other matters determined by the Commission to be relevant to the purpose of this act. E. The Commission shall prepare a report of its findings and recommendations to be submitted to the Governor, President Pro Tempore of the State Senate, the Speaker of the House of Representatives and the Chair of the Public Safety Committees in both the State Senate and the House of Representatives, and the minority leaders of both the State Senate and the House of Representatives no later than December 1, 2021. F. Staffing for the Commission shall be provided by the State Senate.
