The Director of the Oklahoma Department of Commerce shall have the power and authority to carry out the following functions: 1. Solicit support and participation of public and private agencies, universities and other institutions for the purposes of establishing and operating incubators; 2. Assemble, publish and disseminate information to potential sponsors and tenants in this state regarding small business opportunities, techniques for forming incubators, sources of public and private assistance and sources of related financing; 3. Organize, host and participate in seminars and other forums designed to disseminate information and technical assistance regarding incubators to small businesses in this state; 4.
