organization matching funds. Prior to the expenditure of matching funds to any multicounty organization pursuant to the Oklahoma Tourism, Parks and Recreation Enhancement Act, the Department shall deduct from the matching funds the amount of any and all obligations due and owing to the state by the multicounty organization.
