A.Each detention facility shall have written policies subject to the provisions of the Oklahoma Jail Standards Act and rules promulgated pursuant thereto for the following: 1. The reception, orientation, and release of inmates; 2. The safety, security, and control of staff, inmates, and visitors; 3. Escapes or other breaches of security of the detention facility; 4. Actions to be taken in emergency situations; 5. The use of physical force by staff and the use of instruments of restraint against an inmate; 6. Conduct of inmates, which shall include offenses for which charges may be imposed, and the range of sanctions and disciplinary procedures to be followed.
