Not less than One Million Two Hundred Fifty Thousand Dollars ($1,250,000.00) of the funds appropriated by Section 4 of this act shall be used for the purpose of establishing new special education classes in school districts. Provided, none of such appropriation shall be allocated to school districts for existing programs or classes. If a school district qualifies under the rules and regulations which the State Board of Education is hereby authorized to promulgate, such district shall be allocated Five Thousand Dollars ($5,000.00) per class.
