Vacancies.

(a)The governing board of a community junior college shall be known as the Board of Trustees and shall be composed of seven (7) members who are qualified electors of the junior college district, as follows: Position No. 1, with a term expiring one (1) year from the effective date of the first appointment thereto, and each seven (7) years thereafter; Position No. 2, with a term expiring two (2) years from the effective date of the first appointment thereto, and each seven (7) years thereafter; Position No. 3, with a term expiring three (3) years from the effective date of the first appointment thereto, and each seven (7) years thereafter; Position No. 4, with a term expiring four (4) years from the effective date of the first appointment thereto, and each seven (7) years thereaf
