instructional, supervisory or administrative position. No person shall receive a certificate for an instructional, supervisory, or administrative position in an accredited school of this state who has been convicted of a felony, any crime involving moral turpitude, knowingly and willfully failing to report suspected abuse or neglect of a child in violation of Section 1-2-101 of Title 10A of the Oklahoma Statutes, or a felony violation of the narcotic laws of the United States or this state, provided the conviction was entered within the preceding ten-year period.
