matter standards - Option for high school graduation - Adoption and approval of promotional system. A.

1.The State Board of Education shall adopt subject matter standards for instruction of students in the public schools of this state that are necessary to ensure there is attainment of desired levels of competencies in a variety of areas to include language, mathematics, science, social studies, communication, and health and physical education.
2.School districts shall develop and implement curriculum, courses and instruction in order to ensure that students meet the skills and competencies as set forth in this section and in the subject matter standards adopted by the State Board of Education.
3.All students shall gain literacy at the elementary and secondary levels. Students shall dev
