A.A political subdivision of this state may apply to the Oklahoma Department of Emergency Management for a grant or loan for flood hazard mitigation projects on forms provided by the Department.
B.Grants or loans for flood hazard mitigation shall be prioritized by the State Hazard Mitigation Team based on the following considerations: 1. The extent and effectiveness of flood mitigation measures already implemented by the political subdivision requesting the grant; 2. The feasibility, practicality, and effectiveness of the proposed flood mitigation measures and the associated benefits and detriments; 3. The level of assistance that should be provided to the political subdivision, based on available facts regarding the nature, extent, and severity of the flood hazard problems; 4. The frequ
