hospitals defined. For the purposes of a federal Medicaid supplemental payment program for non-state government-owned nursing facilities and hospitals, "non-state government-owned" means owned by a government other than the state including but not limited to: 1. A board of control created by and charged by a board of county commissioners with the management and control of a county hospital as provided by Section 789 of Title 19 of the Oklahoma Statutes; 2. A public trust or other organization that is created by a county under Section 176 of Title 60 of the Oklahoma Statutes and is under lease with a board of county commissioners for the operation of a county hospital as provided by Section 789 of Title 19 of the Oklahoma Statutes; 3.
