As used in this act: 1. "Birth defect" means any physical or chemical abnormality present at birth; 2. "Commissioner" means the Commissioner of Health; 3. "Department" means the Oklahoma State Department of Health; 4. "ICD diagnostic code categories" means the International Classification of Diseases which assigns numbers to each of the congenital anomalies and poor reproductive outcomes; and 5. "Poor reproductive outcomes" includes but is not limited to stillbirths and miscarriages.
