Text

Preconditions. No state agency shall commit or expend any funds from federal block grant funds created after June 9, 1995, including, but not limited to, employment, job training, vocational education, vocational rehabilitation, adult education or literacy programs without: 1. Prior authorization; 2. Appropriation of the funds by the Legislature as provided in Section 23 of Article X of the Oklahoma Constitution; or 3. Other formal expression of legislative intent.
