The State Board of Osteopathic Examiners may issue a license to a practitioner who is currently licensed in any country, state, territory or province, upon the following conditions: 1. That the requirements of registration in the country, state, territory or province in which the applicant is licensed are deemed by the Board to have been equivalent to the requirements of registration in force in this state at the date of such license; 2. That the applicant has no disciplinary matters pending against him or her in any country, state, territory or province; and 3. That the license being reciprocated must have been obtained by an examination in that country, state, territory or province deemed by the Board to be equivalent to that used by the Board, or obtained by examination of the National
