After notice and opportunity for a hearing, if the Administrator of the Department of Consumer Credit finds that a person has violated this act or any administrative rule promulgated pursuant thereto, the Administrator may take the following actions or any combination of such actions: 1. Order the person to cease and desist violating the act or any administrative rule promulgated pursuant thereto; 2. Require the refund of any fees collected by the person in violation of this act; or 3. Order the person to pay to the Department of Consumer Credit a civil penalty of not more than One Thousand Dollars ($1,000.00) for each transaction in violation of this act or for each day that a violation occurs or continues.
