permit. Before issuing any license or sanctioning permit, or taking any disciplinary action against a licensee, the Oklahoma State Athletic Commission shall consider the following in order of importance: 1. The preservation of the safety and health of the participants; 2. The best interest and welfare of the public; and 3. The best interest of combative sports in general.
