plans. Notwithstanding any provision to the contrary, the Alcoholic Beverage Laws Enforcement (ABLE) Commission shall promulgate rules for employee license payment plans or may recommend changes in legislation as may be necessary to allow for large corporate employers to pay for its employee alcohol licenses through either a purchase card, national credit card, draw account or other method of corporate payment provided the employer is otherwise qualified under the standards established by rule and has requested that ABLE provide an employee license payment plan.
