Payment or each periodic payment not exceeding One Thousand Dollars ($1,000.00) for emergency living expenses made to any policyholder or his or her dependents or beneficiaries under an insurance policy for: 1. Fire insurance; 2. Casualty insurance; 3. Property insurance, including what may be termed a homeowner's policy; or 4. Any other type of policy that insures against personal loss as a consequence of loss of or damage to real or personal property; which provides for payment or periodic payments for emergency living expenses; and payments made under workers' compensation or employers' liability insurance as defined in Section 707 of this title, shall be made through the use of United States legal tender, or through a means acceptable to the recipient of the payment including, but not
