papers committed to Clerk of the Supreme Court. The Supreme Court, Court of Criminal Appeals, Court of Tax Review, and the Court on the Judiciary shall provide by rule, which shall have the force of law, for the retention, copying, preservation, archiving and destruction of the records, files and papers committed to the care of the Clerk of the Supreme Court by the respective courts.
