educational or charitable institutions - Jurisdiction, powers and procedure. Exclusive original jurisdiction is hereby conferred upon the Supreme Court of the State of Oklahoma, to hear and determine any action that may be brought involving the legality of the removal or location, or an attempt to remove or locate, the state capital or any normal school or other educational or charitable institution of the state, and in any such action the Supreme Court shall have the same power and jurisdiction, including the power to appoint a referee, which it now has under the laws of this state in contests over the location of county seats, and all such actions shall be governed by the same procedure which now prevails in county seat contests.
