pay for fair. There is hereby established and created in each county in this state a county free fair. The fair shall be held at such place in each of the counties as may have heretofore or may be hereafter designated by the county free fair board of each of the member counties to be known and designated as the (name of a county) county free fair association. The county free fair boards created pursuant to this section are not state institutions, and the State of Oklahoma shall not be obliged to pay for the fairs.
